Incumbent serves as Clerical Health Nurse for the White County Health Department, responsible for assisting with the collection, filing, preservation and certification of vital records for the County, administrative support to Department personnel, provides education, health, and nursing care to the public and in compliance with public health standards.

 

DUTIES:

 

Performs variety of clerical duties such as, answers telephone, greets clients, processes mail, responds to inquiries and public record requests, provides information and assistance as needed, takes messages, and/or refers callers to appropriate individual or department.

 

Assists with preparing, recording, and preserving vital records according to Indiana State Department of Health (ISDH) guidelines, including filing and data entry. 

 

Attends staff meetings and quarterly Board of Health meetings by request, and takes minutes if necessary.

 

Assists with care of clients using established protocols, ensuring compliance with applicable County Health Department policies and procedures, ISDH standards, HIPAA regulations, and all other federal and state laws relating to privacy, confidentiality, and service delivery.

 

Assists with providing health care and education to County residents, including administering Tuberculosis testing/ reading of test results, immunizations to all ages, provides head lice checks and education on head lice/nit removal, lead testing, and blood pressure screenings, Direct Observation Therapy (DOT) for administration of tuberculosis medications, makes referrals, and provides other health information as needed.

 

Assists with maintenance of records and documentation on services provided.

 

Assists with emergency setup and operations of any and all clinical sites needed in the event of a public health emergency.

 

Performs duties of other department staff in their absence or as needed.

 

Occasionally responds to emergencies on a 24-hour basis.

 

Performs related duties as assigned.

 

JOB REQUIREMENTS AND DIFFICULTY OF WORK:

 

Ability to comply with all employer policies and work rules and to make practical application of standard policies and practices of the White County Health Department.

 

Minimum of Associates degree, current Indiana Registered Nurse license, and current Indiana driver’s license.

 

Certification in CPR, TB skin testing, lead testing, National Incident Management System (NIMS) and/or other areas as required for public health programs/operations.

 

Knowledge of public health laws and accepted principles and practices of public health nursing, with ability to effectively examine and screen individuals, assess needs, and provide information, treatment, assistance, and referrals.

 

Knowledge of proper procedures for processing, filing, certifying, and releasing vital records information and ability to assure proper maintenance of Department files.

Working knowledge of CDC guidelines and immunization standards and practices, and ability to provide information/education to clients as appropriate.

 

Working knowledge of standard office procedures and Department computer programs, and ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.

 

Working knowledge of standard English grammar, spelling, and punctuation, and ability to prepare correspondence/documents as required.

 

Knowledge of standard filing systems and ability to create and maintain Department files/records.

 

Ability to operate standard office equipment, such as computer, typewriter, calculator, transcriber/Dictaphone, telephone, fax machine, copier, scanner, shredder, syringes, blood pressure equipment, otoscope, stethoscope, and thermometer.

 

Ability to effectively communicate orally and in writing with co-workers, other County departments, the public, ISDH, personnel from various health-related agencies, hospitals, and schools, including being sensitive to professional ethics, gender cultural diversities and disabilities.

 

Ability to effectively conduct field visits and resolve related emergencies and problems as situations demand.

 

Ability to compile, compare, observe analyze and evaluate data and make determinations based on data analysis. Ability to compare similarities and differences between data, people or things.

 

Ability to use/interpret medical terminology/language and read/interpret lab reports, x-rays, and detailed reference books, medical texts, and nursing manuals.

 

Ability to provide public access to or maintain confidentiality of Department information and records according to state requirements.

 

Ability to competently serve the public with diplomacy and respect, including occasional encounters with difficult/agitated persons.

 

Ability to understand, memorize, retain, and carry out oral and written instructions and present findings in oral or written form.

 

Ability to add, subtract, multiply, divide, and calculate decimals and percentages.

 

Ability to work alone with minimum supervision and with others in a team environment, often amidst frequent distractions, interruptions, and time constraints, and on several tasks at the same a time.

Ability to occasionally work extended hours, evenings, and /or weekends and occasionally travel out of town for meeting/training/conferences, occasionally overnight.

 

Ability to respond to emergencies on a 24-hour basis.

 

RESPONSIBILITY:

 

Incumbent performs duties according to standard Department policies and guidelines with work priorities and schedules primarily determined by the Health Officer, service needs of the public and seasonal deadlines. Incumbent assures proper implementation of public health programs.  Goals and objectives of incumbent’s work are known, with highly unusual circumstances and/or sensitive problems discussed with the Health Officer as needed.  Incumbent receives general supervision.  Work is primarily reviewed for compliance with Department policy, adherence to guidelines/instructions, and continuing quality of Health Department services for White County. On rare occasions, incumbent makes decisions in the absence of specific policies and procedures, and/or guidance from supervisor.  Undetected errors could result in loss of time to correct error and/or loss of money to the department.

 

PERSONAL WORK RELATIONSHIP:

 

Incumbent maintains frequent contact with co-workers, other County departments, ISDH, personnel from various health-related agencies, hospitals, schools, and the public for the purposes of exchanging information, maintaining cooperative work relationships, and providing education, information, counsel, and efficient health care services.

 

Incumbent reports directly to the County Health Officer.

 

PHYSICAL EFFORT AND WORK ENVIRONMENT:

 

Incumbent performs duties in a standard office environment/health clinic, involving sitting, walking at will, sitting for long periods, standing/walking for extended periods, keyboarding, lifting, carrying, pushing, pulling objects, crouching, kneeling, stooping, bending, reaching, close/far vision, color/depth perception, handling, grasping, fingering objects, hearing sounds/communication, speaking clearly, and driving.  Incumbent maintains considerable contact with the public and may be exposed to difficult persons or crying, screaming, and struggling children.  Incumbent is regularly exposed to normal health hazards associated with public health nursing for which universal precautions must be followed to ensure safety of self and others.
